Axford Trunk Main

Project Details

The River Kennet is designated as a SSSI in its upper reaches because of its important flora and fauna. Thames Water had the undertaking to complete a £30 million pipeline project to reduce abstraction from Axford WTW to protect the rivers. There was a regulatory date of 31st March 2017 with huge financial penalties if not delivered in this time frame.

The scheme involved 19km 600mm DI/PE cross country pipeline from Blunsdon (North Swindon) to Whitefield Reservoir.

Talbot Pipelines Ltd were employed to provide expertise in the planning for this project to ensure the key dates were met. Utilising our extensive pipeline experience and deploying planning software including Primavera P6 and Microsoft Project. We managed all aspects of project deliver. This included sub-contract NEC 3 programme management and multi-disciplined subcontractor co-ordination to help ensure the project was one of Thames Water successful flag ship projects.

Key Challenges

  • Micro Tunnel beneath the Penzance to Paddington main rail line. This piece of engineering was featured on the front cover of The UK’s Leading Specialist Civil Engineering Journal, NATM.
  • HDD under the M4
  • 10Ml/day water booster station
  • Longest HDD length at this diameter in the UK (at the time of undertaking)
  • Roman Archaeology to the west of Swindon

Our Involvement

Construction Schemes

In October 2013 we started a construction division to compliment the already established consultancy division. The division grew quickly and is now established in Developer Services, Meter Options, Leakage Repairs and Water Mains Renovations divisions across Cornwall and Devon. We have also undertaken work with Balfour Beatty on some Sewerage Replacement projects.

The following are a few of the recent schemes completed in the South West area:

Developer Services (Kier & Balfour Beatty)
Talbot Pipelines has been working with the Developer Services Division of Kier and subsequently Balfour Beatty in the South West.

We have maintained teams within this workstream across the last two AMP periods as a result of:

  • Highly experienced company from our managers through to the workforce installing the apparatus
  • Self-sufficient once following deployment to site – Minimal client management
  • Robust yet simple systems of management providing great efficiencies across client and contractor interface

Humber Lane, Kingsteignton
This scheme was also to replace a failing Asbestos Cement water main with a new 180mm PE pipe and included the connection to a high-pressure system at one end of the scheme. The project proved difficult due to extreme weather conditions experienced and large pockets of rock were encountered. However, the site was maintained to a high standard with praise continually being received from residents of the street and our clients, Kier MG and Southwest Water.

Hanham Road, Bristol
This scheme was to replace a failing 3” CI water main and was one of the more difficult projects undertaken by the Bristol Water mains rehabilitation department.

Talbot Pipelines Ltd undertook the design and subsequent construction of the scheme. It was clear from the outset of the design stage that the project would be challenging due to being in the centre of Kingswood, a highly urbanised area of Bristol. The primary challenges were numerous underground utilities including a 315mm PE MP gas main, proximity to local business and the traffic management around the scheme. The method selected was predominantly pipe bursting with small sections of open cut, the traffic management involved large scale road closures and traffic lights. The site was maintained to a high standard, being used as a show case for visiting clients of the principal contractor.

Butt Park, Stokenham
This involved the replacement of a failing Asbestos Cement pipe in a sensitive street.

The scheme was completed on time and within budget, highly praised from all residents of the street and clients on the professionalism of our workforce.

Ottery St Mary/Honiton Mains Rehabilitation
As stated in the consultancy section at the beginning of this profile, Talbot Pipelines provided our client with the design of the schemes across DMA’s 608 Honiton and 609 Ottery.

Following the completion of design and subsequent success in the tender process for the construction of certain schemes, we undertook the replacement of pipework using a variety of techniques. As with all schemes we deliver, Health, Safety and Quality management was paramount, with continual audits being provided from all interested parties in the projects. The projects were all considered successful providing positive feedback and enhancing our reputation as one of the most professional and experienced small design consultants and utility contractors in the southwest.

Consultancy Projects

Originally formed as a consultancy company within the water industry, the levels of service we provide gives us a fantastic reputation with our experienced staff complimenting clients existing structures. We became an essential part of the pre-construction delivery teams by ensuring the stability of the delivery programmes, providing expertise and leadership, and leading in the consultation with all third-party stakeholders.

The following gives a brief overview of some projects our Consultancy Division has undertaken:

Senior Planner/Project Management (SMB – Thames Water Eight20)
This role was secured at the start of the current AMP period and is still ongoing. We provide Planning and Project Management expertise using Primavera P6 and Microsoft Project. Our services have assisted in the successful delivery of projects with a combined value of over £120m across the five-year period. The Projects have been diverse and include installation of clean water trunk mains to Thames waters NEP5 Phosphorus Programme across 25 sites in their region.

Programme & Planning Manager (tRiiO – Cadent Gas alliance contract)
In 2017 we provided a Planning manager on a short-term basis to help establish robust planning and co-ordination processes for a division of the undertaking. These were quickly adopted and proved successful with the division seeing 1st year of success. The systems were then rolled out across the remaining London divisions.

We have recently been re-engaged to develop and help implement new processes following the re-structure of the business. We supplied a Programme Manager to the newly formed London Projects Division, and currently supply a Planning Manager to the London Medium Pressure Schemes division.

Water Mains Renovations (Bristol Water)
We provided several staff including Project Managers, Lead Design Engineers, Site Managers, Utility Surveyors and CAD Engineers in the delivery of Bristol Water’s continuing water mains replacement programme. We also undertook the design for the replacement of a failing 12” strategic trunk main. The scheme involved directional drilling a new 355mm PE water main across the Somerset levels.

St Mawgan/Honiton Water Mains Replacement (Kier MG)
We completed the planning and programme management for this large scheme in Cornwall and Devon.  The scheme forms part of South West Water’s 30km undertaking and involved close liaison with the local community and businesses due to the area’s seasonal nature. We were subsequently successful on tendering for elements of this area’s construction.

Chatham Mains Replacement (Morrison Utility Services)
We provided many of the key construction and planning staff throughout an 18-month contract to replace 50km of water mains in Chatham, Kent.  Involvement started at the mobilisation stage of Southern Water’s flagship scheme. Talbot Pipelines Ltd undertook process development of the design stage, the design of reporting tools for the construction management of the project and programme management using Microsoft Project. Our experience was essential for the successful delivery for all elements of the project from the initial project verification to the management of site activities.  One of the main factors in the success of the project was the provision of utility surveyors, who undertook surveys of Southern Water Assets verifying their location and operability, enabling trenchless techniques to be utilised more frequently.

Spray Lining Utility Representative (Wessex Water)
As part of Wessex Water’s GRID work, we provided Utility Representation to ensure the water pipes were rehabilitated in-line with the current IGN and WIS documentation.  We also provided “as constructed” records on behalf of the contractor and presented all information back to the client in an innovative electronic format.
